COMMITTEE MEETING CONVENES Welcome and brief agenda preview conducted by Shawn Foutch, Kirkham Michael Bridge Design Discussion Shawn Foutch presented bridge design characteristics and information related to the potential location and alignment for the Des Moines River Crossing. The City Council has directed the project team to develop a basic enhanced concept estimated at $ 7 8 million, with 10-15% of the total cost devoted to aesthetics. The PAC was presented with the following specifics of the current bridge design process: The bridge will carry 4 lanes of traffic expandable to 6 lanes. Multi-purpose trails along outside edges, bike lanes on-street. Graded-separated pedestrian crossings on both sides of river, trail-crossings along river. The vertical alignment of the bridge will be tightly constrained by river hydraulics and adjacent property impacts with horizontal alignment constrained by MLK at SW 2nd, potential soil contamination at Mid-American property, impacts to Principal Park parking, buffers to Brown-Camp lofts and avoidance of impacts to historic properties (Fort Des Moines archaeological resources, Riverwall/Balustrade, Log Cabin, Brown-Camp lofts). Aesthetics studies including light type, bridge landing and river overlooks will continue through July 2006 with the bridge design schedule locked in August 2006. Corridor Aesthetics Shawn reported that a Corridor Aesthetics Team (CAT) had been established in March 2006 as a subcommittee to the PAC with the purpose of assisting the design team develop appropriate, affordable and constructible aesthetic improvements for the corridor. June and July CAT work sessions will be dedicated to exploring bridge concepts with August and September sessions focused on street corridor concepts. Land Use Planning and Economic Development Shawn discussed the schedule and approach of the land use planning and economic development potential of the SE Connector corridor. Emerging consensus thus far has identified housing, mixed use and support commercial west of SE 14th; SE 14th/15th as a commercial district; and light industrial usage between SE 15th and SE 30th. Community input will continue to be gathered between now and a public meeting tentatively scheduled for early summer 2006. Public comments, planner and developer perspectives will be included in report recommendations to the Planning and Zoning Commission prior to referral to the City Council. Re-evaluation of MLK EIS Steve Wells reviewed the MLK EIS re-evaluation status and next steps. This included analyzing parkland impacts at Riverside Park, Sam Cohen Park and John Pat Dorian Trail; and historic architecture impacts at Barney Sakulin Log House, 215 Raccoon Street, and Civic Center Historic District. The Phase 1 Archaeological Survey is completed and has been submitted to the City, IDOT and SHPO for review. An inventory of hazardous materials was completed in February 2006 with numerous sites determined to possess various levels and types of contamination. Steve also explained environmental justice issues to be taken into account by the re-evaluation as well as other outstanding compliance issues such as access to Principal Park near existing Water Street and follow-through requirements on Sam Cohen Park. Corridor Section Screening and Selection Steve discussed steps of the environmental decision-making process and reviewed the SE Connector Purpose and Need components, in addition to goals and criteria for screening selected corridor sections. Referring to a map of the project area from SE 15th Street to U.S. 65, Steve discussed reasons for eliminating various corridor sections for consideration within three zones labeled as A, B and C. The PAC was divided in to three small groups and asked to utilize the same map to investigate and discuss reasonable corridors with specific attention paid to neighborhood enhancements and impacts, business access and impacts, development/redevelopment opportunities, cooridation with other modes and land use, and engineering challenges. Comments received from the group discussions included: Kemin hopes to expand their operation to the north which could be impacted by decisions in Zone A. The potential for a route north of A1 was discussed. Special consideration was paid throughout Zone B in relation to potential impacts of dividing existing neighborhoods (B8). Southern alternatives at the east end of the project appeared to provide the most efficient tie-ins to U.S. 65. Likely congestion and tight design constraints were discussed in relation to a transition between B16 and C6 on the southernmost reasonable route. Various access points and intersections were discussed throughout the corridor, in addition to discussions of impacts and future usage of Maury and Scott. Summary and Critique of Meeting Shawn Foutch initiated closing remarks and discussed potential dates for a public meeting at the Chesterfield Community Center in late June. The next PAC meeting will not be scheduled until Fall 2006.
